Yes that seems a pretty standard way of going about things.
Of course the province is greatly limited by having just 4 slots in total but I guess the way to see it now is as a nice nod to the lore.
It definitely should be upgraded to a major settlement imo, because this just f*cks with playability quite a lot.
it does have a special building that gives you spices, salt, public order and garrison troops ... it's actually quite a valuable province

Yes, grief. What would Halflings do, that aren't represented enough? Grieve. It's clear, that if we don't do something about the current events, there might be, against all lore, a Halfling Chaos champion ending the world in darkness.

I leap-frog it and take Western Sylvania first, leaving it for Leitdorf to battle with Vamps over possession of it, serving as a nice distraction splitting the VC warfront.
There is a unique building called "The Grand Cauldron" which gives 24 Spices, 24 Wine, +4 Public Order and Untainted, +5 Growth (All Provinces), +2 Crossbowmen to Garrison.
I place it, Toll Gates, and the tailor.
If I'd make any complaint about The Moot, I'd say it should have a second unique building. That's it. It's pretty much ideal for what it represents in the lore, and I absolutely prefer catering to the lore 100% of the time over alterations that ignore the lore for the sake of an easier spot in the campaign.
