Fealty bugged?
1) When I re-conquor the Moot and give it back to stirland, it says it should give +1 fealty, it does not.
2) having a positive imperial authority, should give +1 fealty, it does not.

Not related, but prestige also seems bugged to me, I had over 1k prestige at one point and wanted to save up, so I'm sure I didn't use it. at some point I suddenly noticed my prestige going back up from 0...

Positive imperial authority does not give +1 fealty. What it does is that if you have positive imperial authority, each turn each elector count will have a chance to raise its fealty.

Hover your cursor over any Circly thing that tells you what gives and does not give fealty. it clearly says for positive fealty "positive imperial authority"

edit: the chance to raise fealty comes from having positive authority alone

Someone posted this exact issue in the Official TW Warhammer II support forums; so hopefully this fix it.

As for the Fealty, it did take effect for me - screenshot below; and I have multiple (12+) mods installed.

Gaining fealty from positive imperial authority is just a 5% chance every turn (for each elector count). Its not something you are given instantly.

The imperial authority bar even says this if you hover your mouse over it.

Yes, I know. But I think it is just a poorly written tooltip. As in: each "increase" you would get from that random chance you gain with positive imperial authority would be counted in the "positive imperial authority" of the breakdown you are talking about.

Now that I think about it (it occurred last night), the way I got the +1 Fealty displayed was one of those dilemmas presented to me.

I had the option to return the land to them, or allow the opposing Empire faction retain that settlement.

So the issue is most likely what you alluded to. It's probably bugged, in that the battle for a settlement and then option to return it post-battle doesn't take effect.
Not sure if this has anything to do with it, but I planned to sack/occupy, instead I sacked and then I had the option to return it somehow. I'm pretty sure that option did not pop up before I sacked, wich is strange.

Can also confirm that there seems to be a bug with returning settlements to Electors and not getting the fealty.

uhu, the more i play empire the more I realise they have not playtested this at all.
