In the end, with proper use i feel the two Saurian are in a great place, very powerful beasts that should be limited. From what i recall though the cap is more like Tomb Kings unit caps on these, your secondary hordes can increase the cap and let you recruit more to an army. Not that my second horde was able to unlock that yet, was still too new to build the saurian building. But 4 of those in an army spread across the line? That'd be very hard to counter, they are absurdly powerful beasts.
