probably a bug but since CA doesn´t test anything i expect a lot more to be discovered. They can always say it is intended like that since nobody knows, not even the developers
It might also be that in the campaign you (or the AI) are unable to build siege equipment; but in a custom/online battle you may be able to build siege equipment so you and the opponent can have a true battle on the Fort maps.
I would wonder if during a custom battle for the Phoenix Gates of the High Elves in Ulthuan function the same way: No siege equipment inside a campaign, but allowable during custom/online battles.
That sounds about right. Having the freedom to do anything is the point of custom battle after all. Campaigns however, should have mechanics and limitations. It dosent bother me.
