Did that faction Norsca exist in Warhammer Fantasy battle game?
I didn't find anything about Norsca as a playable faction. Wulfrik and that troll king were supposed to be lords of WOC.

I heard CA was restricted from adding new units into this game by GW, but it seems they had quite freedom to change stories and make new faction.

Norsca is planned to be merged into ME but CA actually messed this up which results into them more or less recreating the faction for the second games engine.

Tl; Dr: Was going to already be in the game, got delayed and will come in May. Yes you read right.

No, they're not in WFB, nor indeed any other Games Workshop game (even Araby was in Warmaster).

Edit - seems they were in WFB around 3rd edition.

Not as an existing roster no, but everything in the roster has been part of, or extrapolated from, long existing lore so it all works really.

Norsca as a place existed and most it's units did but they were in the WoC army

This. Units in the Norsca TW roster are either creatures stated to exist in the lore, taken from the Warriors of Chaos army list (that's not just the basic Marauder units but also Wulfrik and Throgg, who were both named Hero characters for the Warriors of Chaos) or extrapolated from those two (such as the Marauder Champions or the variations of Skinwolves/Skinwalkers/Whatever-they're-called-because-I-can-never-remember).

As others have noted, Norsca was always a thing in lore, most of their units are from the chaos roster and units like the fimir or skinwolves were produced by forgeworld, with only a few being extrapolated from lore.

Norsca had an army book in 3rd edition, along with supplements from the Cidadel and White Dwarf that came later.

Here are some of the sources, you can find PDFs for them on the internet, but i am afraid i cant share them here. Almost all norscan units come from those sources, including the whole "beast-centric/mammoth mounted" barbarians ideia.

It seems CA has liberty to implement stuff from the entire GW catalogue, which means anything from an official source is fair game.

And they did well by the end because Norsca is extremely fun to play with (hence why a lot of people are a bit mad from it only arriving in ME in May)

I'm pretty sure that Norsca never had an army book, and indeed that there were no faction-specific army books in 3rd edition. Norse were, however, listed as a mercenary army in the 3rd edition army book (which listed many factions):

Aye, it wasnt an "army book" as we know today. But still, it was a supplement dedicated to the Norsca, with a bit of lore on them and most of the roster in-game.
