There's the model most people use for Imperial Dragon. Some people use other dragon models then just stick an empire lord torso onto it.
It's lore-friendly yes. Karl can ride on one even in 8th I believe. (Maybe even the unnamed Empire combat lords?) I don't have the army book handy to check.

I think they may have left him out cause of Deathclaw usually being his go-to choice.
Empire has one dragon in their zoo and Karl rode it, they don't have own dragons like elves.
Ah. Yea, that would be a pretty good reason for not including it. Seeing as how the Imperial Dragon would end up just being a stronger but slower version of Deathclaw.
