I thought you can get it as anyone (playing as Settra atm) and then use Vampire units too

Its designed so only one faction can have all 9
Nah. They were scattered to all corners of the world after Nagash was killed, just like in the game. Mannfred had one, one's in the Imperial Vault in Altdorf, and IIRC the rest have either been lost to time or have traded hands across the various editions of the tabletop game.
