So if you march an army then enter battle, a vigour aura should make any tired/exhausted units fresh again. I would imagine that effect would wear off if the unit strays beyond the aura, though I can't give you a definitive answer on that,
units who are in say "golden tributes" aura do NOT lose vigour while in the aura
so say a unit is "tired" and enters the aura
while IN the aura they will be "fresh" as it fully restores vigour and they never lose it
but as soon as they leave the aura they go back to "tired" if they did always replenish 100% vigour that would be busted
