"Rally" as per M2TW no longer exists, really.
There is an ability called Rally, that grants +16 leadership to units near Tyrion, but you'll need him to be at least Rank 8 to get it (& there are much, much more important things to prioritise...)
'Influence' is a HE-specific thingy which a) allows you to get good lords (open the Hire a Lord panel, you'll see good traits cost influence), b) spend in events, and c) make other people like / hate other factions left.
Just play the game for another two hours or so and you'll work all this stuff out. Save, try something out, and then reload it so you don't screw anything over!
Down the bottom Lightning Strike is an absolute must. This allows you to rip apart stacks that spawned right next to each other (this will happen) with ease. From there, you can get the upkeep reduction (forget what it's called), as well as Renowned and Feared. Elven Healing is great for that casualty replenishment.
Don't forget Tyrion's special skills up top that most people don't have.
From there, you can either buff his own capabilities (the third yellow line down or so) or his army (the red line) - I usually like the red line first. But you can go with buffing himself if you like.
Looks like you don't actually own TWWH2.
But when you do get it. I prioritise a lord bonus (yellow) to buff early game with poor units. The army abilities (red) once you have good units to buff. And then campaign (blue). But always do route march first.
It depends on play style I like getting the first set of yellow so Tyrion can take on all the early armies by himself. Then I do 3 into red to buff archers. I tend to leave blue until mid game. Although I always do route march first.
If it's a combat lord, route marcher, then usually either army or blue line skills.
Yellow line for your lord is basically just if you have left over points(which a lot of combat lords will have, since you dont want to get every red or blue line skill, a lot of them are pure trash) or if you want to have some fun and have a one man killing machine. Realistically though roided lords are not the optimal way to play.
I dont think lightning strike is really that important once youre more experienced with the game, since you can take on multiple stacks at once pretty handily with most factions, but it is a good crutch tool for a new player. Replenishment buffs are really good though, and public order improvements or upkeep reductions can all be nice too on blue line. On redline spec into the troops you plan to be running. Dont waste points on units you intend to swap out of down the road.
The exact stuff you want to spec into will vary faction to faction. Some also have unique skills that are better, like VC have a unique skill that lets you get an extra vampire hero for every lord you have if you max it out, and that's very worthwhile. Greenskin lords get waaagh at the end of their yellow line, which is a great army wide activatable ability. Etc
