There is no best cpu for this game, it is unoptimized af and btw just recently it started using 100% of my gpu so somehow the games using 11gbvram. But my friend has the exact same gpu and it only uses 50% so idk
Small battles of course are good fps, its the siege battles that lag when theres two or three armies in there.
Just get a decent pc that can run the game and dont worry about 60 fps. The i7 8700k is a bit cheaper than the i9 and almost as good, as for gpu probably 6gb to 8gb vram would be fine. 16gb of ddr4 ram @3000mhz is good, 32gb ram if you can but not a must.

And if you not using an ssd to run windows and your games should consider it, one of my friends got a 20-25 fps gain from switching to ssd over the old hard drives.
Edit: I can recommend the new Ryzen processors if you want bang for your buck, save some money on a cooler and over priced intel hardware.
My brother plays on a ryzen 2700x and a 1070 TI and he has equal framerates to mine, and when the drops happen we both drop hard. Both playing on same graphic settings btw. The only real difference I can notice is that I load like 10 seconds earlier.
I do have a side question tho:
AMD Ryzen or i9? People seem to lean more towards the AMD processors but i've never had AMD before so i'm kinda weary
Ryzen is the bang for your buck here, comes with a decent cooler and doesn't significantly underperform to the point its noticable. I would only go for Intel if you want the absolute best no matter the cost, even if you are paying 200 more for a few fps increases.

From the same site as UnDeadDemon posted, similar performing processor. 70$ cheaper, comes with a decent cooler. That will easely save you another 80$ so in all 150$ cheaper than intel.
runs smooth all the time in medium/high graphics, ultra unit scale
only with the recent patch ive been getting fps drops to about 25-30 if i zoom in really close on a few certain spells like krakens pull, but as soon as i zoom out to where i would normally have the camera its fine
vega64 are really loud drivers though, wouldnt recommend if you dont like loud venting sounds or in a cramped hot room

If money is no object get an i9, but an i5 or i7 is certainly much better value for most users. For a similar price you'd see far more FPS gain from going from 2070 super to 2080 super for instance.
Above that you'll only gain a marginal 10 15% performances for twice the price
