Report a translation problem
So doubt we will be getting Nagash given the tomb kings loath him largely, and think even during end times he focused more on the vampires since he was able to manipulate them better to ensure his return. So if they did end times he fit more has a vampire leader really. Just my view on the matter
I hope the Tomb Kings become a DLC in TW:W2
It also will be interesting to see if the Tomb kings will need corruption of some sort to move around, given they are a different breed of undea
But if they do Nagash yea would be his own faction outside of others with his own goals really.
Just my random thoughts on the matter
The Tomb Kings like the lizardmen are one of the few neutral factions in the lore that generally just want to keep to their own territory and not bother others.
I am hoping we get the Tomb Kings in Game 2 and then Nagash in Game 3 in the south east
where that map space has opened up. TK's are the very first race I collected as a kid many moons again, they have some great units. Nagash is the most powerful mage in some peoples opinion, certainly one of the most powerful if not.

If we go deep enough into technicalities then we are going into the side of Neferata and (my personal favourite undead) Arkhan the Black. Though they were using the books of Nagash so I do believe that Vampires were indeed made by Nagash. I am getting all my info from the old times legends about Nagash, which does a beautiful job of describing the world and how Nagash pretty much screwed a lot of people and enjoyed doing it. Still, Nagash is my favourite Lych in any universe. The Books again make a beautiful portrayal of his fall to warp stone and his war with the Skaven. I reall would like to see the Tomb Kings some day, but I don't know if Nagash will ever be a thing (less he can confedirate vampires which he does for the end times...sort of).
Too much info to properly explain here though, as you say, so a forum does the story of the undead coming about no real justice.
I dont see how any faction should be left out. WH is a great franchise and is a fantasy depiction of even our own living world with no chains attached.
The Tomb Kings however, had personalities plenty of them actually, then GW decided to change the Necrons and turned them into the "NewCrons" which many people hate, personally I love it and welcome it, but anyhow, so really it would be more that the Necrons sound like Warhammer 40K Tomb Kings but in space.
As for the difference in terms of the TKs and the Vampire counts. Mobility, awesome chariots (and the PimpRide for a Mr Settra the "I dont serve, I rule") powerful as ♥♥♥♥ archers with a certain named lady character that gave them 50% chance to hit no matter what, monsters, numbers.
The TKs are based on speed speed, but that doesnt mean their infantry is bad, on the contrary, its quite good, plop in a Tomb King and it becomes very good, not to mention the fact these guys gives no single ♥♥♥♥ about moral, fear, etc due to. Already died once, will just get ressurected again later so who cares.
They use necromancy a plenty, due to them being the center of man using it first (Nagash got it from some elves that he tortured and killed but details)
The Tomb Kings have no need of money, because they dont build, they dont recruit more soldiers, because they already got all of their population to fight if needed (more like "enemy invading, awake the entire Nehekharan population to kick em ou") they are one of the neutral factions, until Settra decides he wants to kick Araby out.
Its a bit like saying the empire are like the dwarves, its that sort of scale of difference.
I haven't played them in many years but I have read up, being my third favorite faction. So I am happy to be corrected. If we are not talking lore just gameplay.
Probably No Decay. Probably no Terror, though CA might add it anyway. They are not like the vampire counts in anything but their skeletons being skeletons, and even they will look different. Their skeletons are not shambling hordes but warriors with awareness of what they are, so they tend to be stronger, and there are stronger varieties of them. Chariots will be numerous however as a distinction. Having a more balanced roster like the empire though, as they have ranged, arty, cav, but not much emphasis on flying, which the VC have.
They don't want to own the whole map, preferring neutrality, so they should be approachable in diplomacy and not then be unreliable or sneaky like the VC.
There'll move like a soldier would not a zombie, have stronger summons and undead overall, probably more costly as a result. Having units that can come up from beneath the earth like skaven can. Giant undead are a strong possibility also. If nagash comes he'll bring hordes with him, and act like chaos in the south, only with incredible large amounts of magic and his own agenda.
Speed buffs like marching abilities when commanded.
Their own magical lore with focuses on lots of buffs.
Fire while moving.
Fast light cav.
Great summons.
Some really interesting unit models. Giant snakes for example, that might get dodge, or their own unique mechanics. They have Scorpians, lots of stuff.
Will they have raise mechanics like the VC, I am not sure about this, I don't think they'd raise their enemies for example.
As for what mechanics there will be, they could do something about reconquering their old lands and empire; mechanics about the desert also, something that adds a unique dynamic to the continent they will start on. A struggle for power between araby, tomb kings and nagash for example in a three horse race would be awesome.
It is true Tomb Kings lower undead have more of their own self in them than a zombie or skeleton in VC, but it isn't a whole lot more. Almost none of them remember their name or have any personality except for a strong drive of duty for their Tomb King (versus the mindless slave bit of the VC).
The further up the chain you get the more freedom and awareness an individual Tomb King can have. But still some Tomb Kings forget they aren't dead (I'll explain below).
Tomb Kings also do not know or are particularly powerful with necromancy. As necromancy is strictly a type of magic created by Nagash through fusing Dark Elf Dark Magic and Nehek funerary rites/incantations.
Tomb Kings magic focuses much more heavily on spirits which they used to help preserve their Tomb Kings bodies after death (when they were human) to slow decay (not stop it as Settra assumed they would) or infuse into their guardian statues.
Tomb King funerary rites actually had/have no way to raise a body. The Cult was clueless and even in current lore they do not know how. What they did/do know is how to bind a spirit back to its body or to a guardian statue. In the rules this is shown by the fact they can't raise new troops (i.e. a zombie speed bump equivalent) but can replenish their fallen forces.

Tomb Kings are a tragedy. They solely exist not because of their cults or incantations but only because Nagash created them. They literally couldn't because as above the magic of the Tomb Kings doesn't know how to raise a body. In fact the only reason they can raise bodies now, is because Nagash infused them so much when raising them to take over the world their are traces of necromancy that sustain all Tomb Kings at a foundational level.
Quick cap for those new, if you're familiar with the history skip this bit. So how that happened was Nagash got chased out by the living Nehekharans when he built his Black Pyramid and tried to enslave all the kingdoms. Eventually Nagash came back to wipe them all out. Which he did by poisoning the water and land. Then Nagash was performing a great "raise dead" spell that was broadcast across the land and he was going to use the newly dad Nehekharans as the largest undead force he could muster at the time.
He was stopped by a mix of Skaven and a lone survivor from the Nehek kingdoms who was a prisoner to Nagash. So Al (we'll call the prisoner Al) with the help of the Skaven "slew" Nagash after he had expended much of his energy raising this army. At that point the Tomb Kings were created as the funerary rites practiced by the cults of Nehek helped sustain them even though it was Nagash's magic that raised them.

Last point before I stop this long winded ramble.
Tomb Kings aren't neutral so much as they're like the Empire. They're a collection of very different kingdoms ran by very different individuals.
Settra for example is not neutral or good/bad. He wants to take over the entire Old World. That means the Empire. That means the Dark Lands. Pretty much anything Settra can visually see, he believes to be his. Khalida is more good as she cares more about vengeance against her cousin and all vampires as well as preserving her kingdom.
Some hold grudges just as bad as a dwarf. King Phar is one. Rakaph III is another. Then you have those who had sided with Nagash when they were alive before Nagash got chased out. As well as Arkhan who Settra still allows to live despite knowing better.
Some care only about their own kingdoms. Others are looking to dominate the world. Many are folded under Settra. Still, some of the Tomb Kings kingdoms are in anarchy trying to establish order as they ended up having multiple rulers of a kingdom waking up claiming ownership fighting with words as well marching their own a personal troops against one another.
As for a gameplay standpoint...I hope they make them out to be as they're portrayed in the fluff rather than the TT. Their troops are more elite than basic vampire troops and typically shown to be more resilient. Where they differ from VC though is VC has many fast hard hitting units and no range.
Tomb Kings have a ranged element and many of their units are much tougher but also mostly slower. Tomb Kings also has tedchnically more units that can advance deploy/vanguard/deep strike over VC via EBtS( entombed beneath the sands) which allows all sorts of gribblies to pop up.

Tombkings are Neutral, even Settra. His former Goal was to rule over the World. But that has no effect of his neutral Status. Do you think the Romans or Greeks are Evil?
Settra thinks his Empire is the best thing that could ever happen to the Barbarians of the north. They just dont know what Civilization is and thats why they dont miss it.
But all of that doesnt make him good or evil. He is just an Emperor and does what Emperors do.
Im sure if the Empire and Bretonia give up and join them as vassals, they dont need to fight them.
FAct is that Tombkings dont follow a evil or Good Goddess. The Gods they care for only care for Nehekhara. And TK didnt conquere an enemy Province for several hundred Years now with the exception that an other Province did steal something from them. But if they did, they moved there killed everything that stands in thier way and moved back. They didnt enslave, Murder, or capture.

Sorry to break it to you, but it is a fact that they aren't anymore neutral than the Empire (or if you want to continue to use your loose definition anyone but Chaos). They're human. Funny considering they're dead.
Not did I say they were evil if you used comprehension to read what I said.
In fact. I alluded to them as the Greeks and Romans. So why you decided to ignore that part of my post. They also do know what civilization is as they were one before death and still are after death.
You don't need to follow a good or evil god to be one or the other. Vampires follow no god yet are "evil".
But feel free to disagree. As I definitely will with your assumption disregarding lore as well as the basic statements of my arguments.
