Do the Chaos gods represent the four horsemen?

Roughly, yes. At least that was part of the inspiration. However, it is not a 1-1 comparison.

that's kinda dumb since it implies chaos gods have some kind of master.
I would say no.

Death, Famine, Pestilence and War =/= Tzeentch, Nurgle, Slaanesh and Khorne.

well war and pestilence = khorne and nurgle
slaanesh is pretty thirsty and death is certainly a change for most

Death is the end of change tough, so it doesn't fit with tzeentch.

The pestilence interpretation is fairly recent. Original translation mention the horseman as Conquest, in which both Conquest and War could be Khorne.

But no, the chaos gods do not represent the four horsemen. If you use an original translation there is no Nurgle, no Slaanesh, Khorne could represent war and conquest but maybe war could be Tzeentch but that's a stretch.

Conquest would be Tzeench, since Conquest is about ambition(scheming, plotting).
War would be Khorne.
Famine would be Slaanesh(the craving, the hunger for excess and that which is not permitted or allowed).
Death would be Nurgle, since it both embraces and endures death.

As I said, it is not a 1-1 comparison, but there are some similarities.

the dark gods are also too fat to be on a horse so technicly not horseman....
A bit conceptual overlap really doesn't overcome the extent to which these things are actually quite different.

I bet they could create an appropriately sized horse shaped demon.
