you want him to be fast enough to keep up with your other cav so if the barded horse makes him slower than other empire cav then there is your answer
When you hover over the mount on the skill tree your stats in the upper left will reflect whatever the baseline stats of the mount is.
This has confused many people into thinking mounts are much worse, since it's baseline stats on that mount that are shown minus all the skill bonuses you have. Still shows bonuses from tech, though.
An even better comparison is with an unmounted lord comparing "to mount" the 2 options.
Edit; I'd advise for a faster lord in most case, unless you want a "real" brawler.
Your general isn't there, in most case, to kill all enemy, but carry on the campaign and support the troops.
