I've been using the classic hammer and anvil recently, so frequently it's been Black Knights recently :)
Obviously I just realised Gelts intial spell only cost 1 magic and has like a 10 second cooldown, but gelt himself is not worried about artillery as will be fielding so much anyway
OP what you are looking for are magic missiles
fireball would probably be the best as low cooldow + cheap + low cast means you can spam and it will kill artilery pieces quite consistently
gaze of nagash is another option
basically any direct damage magic missile will do
bombardments CAN work but are usually quite expensive so dont end up trading very well
so in my opinion the answer

Using max of its range on high lvl caster you can cast a 2nd fireball before the first one hit.
And not sure if the bug is still in but can remember spamming fireball like crazy with Dark Elf sorceress for 0 WoM and no cooldown.
Wolves and Vargheists are probably your best bet. Vargheists are more flexible and probably better, but also more expensive and harder to get and replace.
Flock of Doom would take so long to do anything by itself that the artillery probably would have spent all of its ammunition by the time it does anything.
Try overcasting Comet. It probably won't fully wipe the artillery, but it should nearly wipe it out and probably make them rout.
Urannon's Thunderbolt also works well. You can destroy one artillery piece per cast if cast directly on top of it. I think Doombolt will also destroy artillery pieces.
I can't really think of any lores that Vampires have access to with a good spell for this purpose, though.
2) I use hounds early, deployed in the corners behind their deployment waiting in forest or behind hills till I have a chance to hit the arty. Later I use vargheists.
