The southern wave goes for Araby/Lustria. The northern wave goes for Naggarond more than Ulthuan these days and main wave goes for Kislev/Empire.
I had the same experience with my Skrolk campaign, i think they attacked one of my coastal cities but gave up the siege for some reason and sailed towards the Galleons Graveyard and until they were destroyed they avoided attacking my cities.
Generally when I've played Skaven and confedded Skrolk they tend to ignore my cities until Archeon shows up and even then they may not bother with them. Its primarily the starting cities of Teclis, Harkon and Fellheart that they focus on.
Whoah this works? Pretty amusing the community has also run into this problem and just thought up a work around lol. I just assumed if you leave them around they would sit and horde restock to full and attack your cities again. And it certainly would not stop another x amount of full stacks spawning.
The issue here is Lustrian jungles take forever to move through, even with Harkon's campaign movement bonuses, it is not like the open farmland of Brettonia. I am campaigning around Spektazuma, Wellspring of Eternity and Floating Pyramid area and have to move the main armies I have back from there. I only have enough to support two main armies, my third and fourth armies are very cheap zombie support armies. No where near good enough to fight 6 full Chaos stacks led by lvl 20-40 lords.
So whilst I would like to occupy 16 settlements I would be taking said above settlements but losing Blood Swamps, Pox Marsh, Fuming Serpent, The Star Tower, Chupayotl and Mangrove coast. And that is only the easily accessible cities on the coast. Chaos can easily land and push inland to Oyxl, Marks of the Old Ones, Xlanhuapec.
Unfortunately my starting province is Pox Marsh, The Awakening and The Blood Swamps, all on the Southern Lustrian Coast ;)
Every wave has come straight for me, none have gone to Araby I can see the coast of Araby via my alliance with Followers of Nagash.
Too bad Vcoast wall towers are the worst in the game. Cant hit the broadside of a freight ship
Those walls were there just for the case the welcoming delegation were somewhere else.
