Oh, but ye as Zefyris said, the loyalty mechanic is a good relative point as well for whether it's positive or negative.
For Queek this is a complete bummer, yes it might seems good at start, but in early game theres not that much xp that can be stealed anyway, like from who? your others 1-3 lords? He is gonna reach high lvls, and max lvl faster than others, but its nothing to write home about, plus its not like he would have any great perks waiting for him at those lvls... On the other hand, the last time i played him (dont quote me on this, im not sure if it has been fixed yet) all the other lords seemed to lvl up slower even after Queek was max lvl, which dosnt make any sense at all, how is he stealing if hes maxed already"? This is a massive hinderence for Queek late game, hes gona be at 40 but your other lords be running around lvl 10-15-ish, making them weaker than opposition. Mors a faction that should be a powerbased warmachine is essentialy just overtoped with penalties (this, and grey seer loyalty penalty) making it the worse skaven faction out there, and one of the worst factions overall. Literaly every other clan has some bonuses going for them, even Rictus, but not Mors no no.
And as for Malekith? It dosnt rly matter, its not like its that much slower lvling, hes gonna reach high or max level by around turn 100 anyway (depends on how fast you play). Loyalty aint a issue in this your other lords aint gonna be higher lvl than him anyway, maybe like your 2nd lord can become close second to him, if you use him a lot, but hardly ever better than Mal. I mean he is your starting LL, hes going to be involved in most of the fights, he got lots of potential quest xp and mainly its not like hes gonna be spreading much xp early on anyway, since you will have maybe like 2 other lords early game, and after that its not gonna matter much since Malakith is going to be high lvl enough to get what skills he needs. But the way your lords gonna be high lvls all across your empire, oh boy is that a strong bonus to have. Its one of the reasons (amongs other things) that Malakith usualy is a complete powerhouse, probly the best DE lord, and widely recommendet to play by most ppl.
