Empire is the first game. There's a separate campaign from the Vortex one called Mortal Empires that requires you to own both games to access and is played on a combined map of the first game and the Vortex campaign.
Or, if you want to play an Empire faction in the Vortex campaign, you can buy the Hunter and the Beast DLC, which includes the Huntsmarshal's Expedition as an Empire faction that starts in Lustria.
If you check the store page Total War Warhammer 2 is based around the vortex campaign that include Lizardmen/Skaven/High Elves/Dark Elves fighting for the control of the vortex.
The Empire is playable in the Mortal Empires mode which is a freebie they gave to all owners of the previous game.
If you wanna play as the Empire wait for the steam summer sales and Warhammer 1 for a few bucks.
