In other Armies its a rare skill.
Neither do sisters of avelorn. Their bows do inflict -1 penalty on armor saves and use magical atacks, buty they are not true armor-piercing weapons.
Are you sure those two will be the DLC units? That is, are you speculating - or was there an announcement I missed?
There's not really anything else they could add. There's just 3(well 4 but we're not getting flying chariots, they'd look stupid as hell) that are not in the game yet. The WL Chariot, the Shadow Warriors and the Sisters of Avelorn. There's not really anything else they can add with the 2 other LL's the HE will be getting.
Eternal Guard are supposed to be the best elven spearmen and wild riders the best light cavalry, wild wood rangers are suposed to be the best when facing anything fear/terror high tougness, and wardancers generaly have nothing similar within other factions with how their dances work and allow them to adapt to theeir enemy. All WE melee units are super elite specialists whose real cons are price and relatively light armor.
Not that it has anything to do with how they were implemented in the game.
-1 armor is exactly what the "armor-piercing" special rule did in the tabletop.

The HE archers get so many plusses from their tech tree and general skills that they don't really need it. The list of things they can't obliterate is very short.
