It's a little bit of both.
Makes me wish they'd make one or two maps that weren't lore based just for the fun of the game itself - balanced maps.
Sadly I think wih higher detail maps we've lost out on number and variety of maps.
Really what exactly is there in Naggaroth besides Malekith? You want him to have even more easily conquerable territory as AI and have to slog fighting other dark elves for 100 turns when you play him? Basically whenever you cut your corner of the map you can actually start fighting the real fight and move and take on other factions, not much interesting stuff happens there.
You are nitpicking on unimportant things.
The map still has to fit in a rectangle, they can't make the Lustria continent going much farther south and leave empty space below the old world so they would have to put the lands there as well. They already said loading and turn times will be much longer at some point you have to make a decision. If turn times already end up being 1-2 minutes long that is a pretty long time, what exactly are you looking for 10 minutes end turn times?
Nothing as yet.
We know that Norsca are coming later and that Blood DLC is coming with Moral Empires. Beyond that the only other information is that we are fairly sure that Tomb Kings are coming very soon as a new faction - free or paid is unknown.
After that there's reasonable expectation that there might be some regiments of renown/additional leaders released and there's a few iconic units not present that could also be added to the Warhammer 2 factions (eg sky chariot for high elves).
So there's a lot of potential material to come, but so far not much confirmed beyond Moral Empires.
What? THis is the first Warhammer game to have Lustria and Southlands? In fact its the biggest map ever for WArhammer fans to play in? And the parts cut are mostly uninteresting places without any significane to lore, and even the races living there don't care and want to play in the old World? ^^
Not sure what we are complaining about here...it reminds a bit about "Game is incomplete, not all races are in it!"
As this complaint grows ever weaker, I guess the "incomplete" map has to do it now?
there is already a FLC map showingmortal emp first followed by a LL(skaven), "an experement", a LL HE and a LL LM
Only out i see is, if they ever ever were to make the whole warhammer world map, is to merge provinces, example, Reikland is one province, not 4, with 12 slots or something like that. But it would take a lot of overhauling - economy, objectives, etc. etc, and it is questionable if it is worth it.

From the perspective of just combining the two maps, it's pretty crazy to keep all of Norsca and get rid of half of Lustria and the Southlands.
I really liked the Teclis and Kroq-Gar campaign and ther new starting positions are alright, but there's just so much of their homeland gone.
I guess the map is already too big, though. Despite the fact that you can sail over to the new world in 1-3 rounds, I will probably never set foot into Altdorf with my Lizardmen. It's just too big to get there and it's only getting larger.
Looks like a lot of fun though, once you get over the shock of having half the lands taken away.
