Like empire can only confederation with Empire
What I do is play waiting game they join sooner or later most time watch them wait untill suffer big lose or in bad spot
Also money does play a part large income is helpful get them to join (meaning horde factions hath a harder time)
Need mix of the two majority of the times
Nordska and Orcs need beat down there rivals
The most difficult to confederate are the Lizzardmen, these guys can refuse to confederate regardless of standings and strength, I have had factions on the brink of death who love me, I am considered trustworthy and they have no armies left ... they still refuse to confederate.
The Dawi are stubborn and proud but less rigid than the lizzardmen, once they like you they will usually confederate upon being dealt a severe blow and lost of all their troops.
The High Elves and Dark Elves seem to go hand in hand, they will usually confederate once their standings reach a certain point, it helps if they have been beaten.
The Empire is different, whether they like you or even if you have back stabbed multiple opponents the outcome relies on politics, not so much love or power.
Brettonians are forced into submission via the tech tree ... you can basically sit home and twiddle your thumbs while growing stronger and larger.
Vamps: It´s just easier to kill the other faction right off the bat .... never confederated with them, so don´t know.
Skaven and VC: Don´t know. With Skaven I eat everyone, including other Skaven. Never played much VC, so have no clue.
Wood Elves: Not sure about the confederation thresholds, just that it takes forever but can be done, it´s easier to backstab them and ride out the penalties.
Orcs & Norsca: Beat the leader of a faction and that faction is yours.
Beastmen: Have no clue, don´t play them.
PS: Those relying on standings and power to confederate always require a high reliability rating to do so, if you have low reliability you can´t confederate. Offering a substantial cash amount on top may also simply lead you to outright buy that faction, we can be talking about hundreds of thousands here.
