Can depend on your situation. If you are fighting an enemy with lots and I mean lots of Anti-Large, it might be best for him to fight on foot but this can be heavily mitigated if you have him Hammer and Anvil and the rear or flank of those Anti Large units while they are engaged with something else.

Even then, his spells and tankiness will mitigate most of the damage. Late-game LLs are army killers, no matter how much anti-large the enemy brings

And unless he's the only flyer and you are facing Bretonnian flyers with anti-large you can usually escape any earth bound threat. Usually though you'd have at least one other dragon to help out, or you can get him into a ground melee so you can help out against the enemy flyers.

His dragon gives him such amazing mobility and a breath weapon its crazy not to take the option.
