Warriors of Chaos is ok if you want to play as them but they are a very boring campaign in my opinion.
Apart from that, grab all the free lord DLC for both games and get the blood DLC, the battles look way better with it.
Does not matter if you buy it for Warhammer 1 or 2, it counts for both games.
After that i would just play the game and try a few factions, if you find some you really like you can look into getting more lord DLC for them down the line or some new faction DLC for Warhammer 2. ( Tomb Kings, Vampire Coast are both really good).
The game has so much content, even with just Warhammer 1+2 and no further DLC you have enough to do for hundreds of hours if you want.
Also, one thing to note about DLC for Warhammer, ALL the content that the DLC add ( new lords, factions, units, gameplay changes, and so on) are always in the game, even if you dont own them.
They get added with free patches that everyone gets. So you will encounter those DLC factions in the game, controlled by the AI. You just cant play them yourself.
So there is no " must have" DLC which prevents you from playing the game on a even field with users who have all the DLC.
Well, some of the lord DLC units can be very powerful but still, its not a must.
The Prophet and the Warlock is a must, in my opinion, as Skaven are so much more fun with it and Ikit Claw is amazing. He can literally nuke his enemies in battle and on the campaign map. Ikit Claw also has exclusive stuff that no other skaven has.
Tomb Kings and Vampire Coast let you play entirely new races - very well done races. Warriors of Chaos, Norsca, Beastmen, and Wood Elves do as well but they're very, very outdated and are nowhere near as fun as the Warhammer 2 races. They all need do-overs and odds are the Chaos aligned ones won't get it til Warhammer 3 which will be Chaos themed.
Blood DLC is a must. This is Warhammer. And Total War. You need blood and gore.
The others are based more on preference. Though The Warden and the Paunch is really fun. Grom is insane with his Goblins while Eltharion is literally Elven Batman.
After that I suggest playing Warhammer 2 (Vortex or Mortal Empires) with no mods installed. Beat a Campaign then start experimenting with mods.
Or just wh1 at first and see if the style of game interests you

What is this "mortal empires" which is unlocked by having both wh1 and wh2?
Why not buy only wh2 which has better rating?
If you buy WH1, you get to download the Mortal Empires campaign. It combines maps from WH1's Old World campaign, and WH2's Vortex campaign into one giant map. You can play as everyone from the Vortex, plus races from WH1 (that is Empire, Vampires, Greenskins and Dwarfs, as well as Wood Elves, Beastmen and Norsca if you have DLCs).
Mortal Empires offers many more factions to play as, and an entirely different map, plus you don't have to bother with the Vortex race, which makes for a better sandbox experience.

When you're bored with those, any of the faction DLCs, beastmen is probably the least interesting and my favorite is tomb kings but in the end all of them are worth the $.
the nonfaction DLCs where you just get new units and a few new mechanics but not a new faction are more debatable whether they are worth the cash...but they arent very $ so you'll prolly end up getting those as well^^
