Which factions in the vortex campaign are NOT involved with the vortex? (No rituals)

The base factions of game 2 was all centered around the Vortex. The factions later added as DLC/FLC sometimes has their own goals but not always.

nope. most dlc and flc factions are part of the vortex race.

The following are not part of the vortex race:
Eltharion
Nakai
The vampire coast (all 4 lords)
The tomb kings (all 4 lords)
Marcus Wulfhart
Grom
Repanse

Everybody else is part of the race.

Also, Mortal Empires has everyone set on a domination campaign goal, but in Vortex, you can also do this - it's just less obvious you can because the game tells you you lose when they complete rituals.

You don't - and if you've been focusing on a domination victory, you typically can continue that.

Hard to say. Ikit Claw is in the race, same goes for Hellebron.

Off the top of my head, ones not in the Vortex race:
- Vampire Coast (all LLs)
- Tomb Kings (all LLs)
- Snikch (Skaven LL)
- Grom (Greenskin LL)
- Eltharion (High Elf LL)
- Repanse (Bretonnian FLC LL)
- Wulfhart (Empire Huntsman LL)
- Nakai (Lizardmen LL)
- Malus (Dark Elf LL - not sure about this guy, pretty sure he only pays Malekith for potion cost but not personally in the Vortex race)

I might've missed a few but yeah, these guys.

Very late reply but it's probably just kinda boring to be like "hold these 3 settlements" (15 turns later) "okay hold these 3 settlements" and repeat. I mean compared to the Hunt Marshal with his fun adventure and mechanics or Repanse CRUSADE against the undead it's a bit more interesting elsewhere.
