Grom Campaign: Hag Merchant not spawning?

I'm playing the Grom Campaign and the first few times the Food Merchant (Hag Merchant) spawned, it was fine. I went to the event and got a new ingredient, but now I'm in the late game (have conquered all of Ulthuan, and everytime the event appears, no circle spawns and I can't find any sign of her. Since I never completed a cooking challenge, I can't unlock the other two cooking slots and can't get over 10 recipes, so I can never trigger the final battle...

Is there something I'm missing? Or is this a bug?
