It is still a pretty strong buff, just not overwhelmingly so.

Come to think of it, with all the gobbo buffs, the old banner would be quite killer on them.

Thats not the only change that was made I have also noticed that the ring of corin now gives the bearer 100 ap damage in addition to the bound spell.

Pigeon Plucker Pendant now give +6% hp too.

There were a ton of item changes in the latest patch. Not documented, though, not sure why. Would be nice to have a list of all of them. A lot of defensive items were nerfed pretty heavily when stacking them.
