So don't simply recruit a fire mage per turn, it's useles. You should first recruit the incendiary from the other lore to allow it to appear on the fire one.

Incorrect.
All traits are random. Additionally, CA seems to have finally added incendiary, administrator, and entrepeneur to all mage heroes. There are no limits other than the amount of heroes or lords you can recruit.
He should additionally recruit a fire mage to free up a slot there, to make sure a new one appears there as well.
No it cycles on its own... thats silly.
So you have to recruit those with incendiary in other lores AND the fire mage to allow a new fire mage to spawn with that trait.
But to be honest...240 influence each turn, even with how easy influence has become, is still a massive waste of influence.
