Indeed, ultimately it's up to the gamer to decide, you can ask opinions and do research on the dlc's, even the factions themselves, and form a decision on what you want to play.
Otherwise what zach said, expand upon what you like :)
Regarding the race packs, honestly I cannot at this stage recommend Beastmen and to a lesser extent also not the Woodelves, I'd only recommend them if you like elves in general and a shooty/more skirmish faction.
Norsca is pretty fun though.
Tomb Kings are quite nice as well as they are really unique in their playstyle
Vampirates are as a hybrid horde/empire building faction also quite unique but tbh not my cup of tea after all. Not a bad faction at all though if you prefer gunpowder, Monsters and Vampires.
Yeah I was thinking of mortal empires, for a more sandboxy experience which seems more fun to me than vortex. but i'm not sure before i pu ll the trigger
Norsca is pretty fun.
Wood Elves and Beastmen are too expensive.
And Chaos has a fame of half-done.
Regarding Warhammer 2. Tomb Kings and the Vampirates are just great.
EDIT, keep forgetting that Norsca is a DLC from WH1. Eh I havent played with it much yet to give an opinion on it.
Everything from game 2 is really good though.
Game 3 will likely end up being a better gaming experience than 2 if the trend continues.
