I like the phoenixes more than feral dragons though. But that's just my liking rather than being a choice of optimisation.

Like the last guy said, caledor gives a reduction of Dragons, pretty sure there is a follower as well that gives further discounts for dragons, either recruitment or upkeep or both.
In MP its a bigger question and really depends on what you expect your unit to do. Cost actually matters, and frostheart costs 50% less than star dragon and is a far inferior combat unit with no breath, its also faster and with its aura can support multiple units at once. The two are really not comparable. The closest comparison is the sun-dragon, since theyre in basically the same price range, and its a question of support(can be valuable on a more deathbally build) vs cheap terror+damage for sun dragon(better in a wider build). If you want cheap terror you have the normal phoenix, so thats not really a reason to bring frosty boi.
