While most other factions are quite powerful in whatever they specialize in (ranged for Skaven, cav for Brettonia, monsters for vamps, etc) lizards are one of the few factions that can kind of just do everything.
Great infantry, great monster units, great skirmishers, good cav, good fliers, passable artillery that can double as monsters in close quarters. They just have a great roster all around.
As far as breaking campaign: definitely Skaven.
If you utilize food and undercities properly Skaven are nuts. Add on top of that Skrolks crippling plague, Ikit's OP workshop upgrades and nukes, and the Deathmaster's schemes and you can fairly easily dominate the map without having to ever face a "fair fight".

Although, for pretties, you gotta love Tomb Kings.
TK has cost-control down, but that's not very sexy. However, there's a mod based on the idea that skeletons and constructs never get tired and gives them perfect vigor, which can be a real game-changer. It really makes up for the large amount of crap units the unit caps push on the Tomb Kings.
That undermines the entire point of undead factions, especially the TK. If you're having fun, that's great, but those trash infantry are supposed to be falling apart to trigger the Realm of Souls ability and to make up for the fact TK snowball mid to late game.
After that its an even field of dwarves, empire, TK, HE, WE, DE (economy), GS (waargh), lizardmen (star chamber, dino ritual)
pirates and VC id say are the least powerful due to economy but at high difficulty with supply lines this isnt terribly decisive
Beastmen and chaos it depends, with scum save and normal battle difficulty id put them in the top group with dwarves, at higher difficulty and no take-backs probably the least powerful. they are strong when played fast and dirty, but their aggression fueled economy means slow and steady costs them too much
In terms of battle/units everyone has their advantages and disadvantages, the factions that lack doomstack usually have very strong midtier units and every faction has some blind side in unit type and antiunit. Brettonia might actually have some disadvantage there due to the strong push to large while lacking serious anti infantry
