Replenishment, by comparison, is worthless.
And if you pick up a Noble with the entrepreneur trait, stick them in your wealthiest province along with any other heroes with that trait. Watch your wealth sky rocket.
Are dark elves not supposed to be ♥♥♥♥♥♥ with?
I use mine for farming influence, assaulting troops, and exploring. After a few dozen turns of that they're generally also headed for combat capability.
Don't forget their followers: a few extra public order etc buffs on them can help.
Nobles can get it on rare occasions, your more likely to get a mage with it just because you get a ton more mages to choose from than nobles.
Is that HE faction you describe going to improve diplomacy for the factions that you want? Maybe. It's more likely a better known, active faction would be a better target.

That said, I don't necessarily think the Dark Elves are the best target either.
They do help with confederations of some HE factions, which is great, but they do not assist in early relations with Empire, Southern Realms and Brettonnian provinces, which are valuable trade partners. Heinrich Kemmler or Skryre springs to mind.
Green skins and Bretonia need replenishment, other factions have so much of it that they don't really care.
