Which means going to every individual page of each free dlc on steam and clicking the download button while the game's running(since the download button always starts up the game when clicked... at least in my case).
Then restart the game.
I should mention that while me and my brother both have all free DLCs, I didn't buy and don't own Shadow & Blade and he hadn't bought and didn't own (still doesn't) the Vampire Coast DLC. Could that be causing my saves to be unplayable? Does buying DLC ruin old save games?
Having extra DLC shouldn't matter, NOT having the DLC MIGHT be causing issues. You weren't playing as any of the DLC factions were you?
See if your old save games are still located where they were before.
They should be in your roaming profile at Users/(you)/AppData/Roaming/The Creative Assembly/..

Does Shadow and Blade add any Skaven units? Should I buy it then in order to be able to play?
I'm okay with doing that if I have to. I just don't want to buy it and then realize that's not the problem and I still can't play.

I will try downloading and installing TW:Warhammer 1 through family share and then adding those DLCs and tell you if that works!
