I think it lasts 20 turns (at least it did as a player), so if you know what turn they started you can just count 20 turns from there.
I don't know how to tell who the target is, but it didn't really seem important to know to me. There's not some way to stop it or anything, and if they manage to get a successful waagh bonus its not really that a big a deal. Nothing stops them from attacking you instead of their target.
The greenskins seemed kind of weird in campaign to me tbh though. I started my war with the greenskins by wiping out 2 stacks, and that was on like turn 40 or so. Not even very hard, I played my first Imrik campaign on hard. I fought either 3 or 4 armies with waaghs attached to them (can't fully remember). So either greenskins had 5-6 stacks including lots of black orcs (seems like an absurd amount of money, especially compared to all the other factions at the time), or waagh isn't working properly. The former seems a lot more likely.
So basically it just seems like they're insane in campaign after the buffs, comparable to the original dawitide back when thorgrim used to kill the greenskins by turn 20. That's only from 1 game's experience though, they're probably not as bad because dwarves were expanding more than a settlement per turn in some of my campaigns back then.
