you can use a mod called "AI General II: Spectator Mode Advanced" to assign units for AI control.
You apparently missed one of the biggest changes this patch.
You can now opt in to have the AI control any reinforcing armies.
Maybe they only play-tested it on the orcs and forgot about the other factions lol.
If you want to give garrison under AI control you need to position your main army outside of the settlement in settlement reinforcement range and somehow make the enemy attack your army (for example, by activating an ambush). Then garrison will come as actual reinforcement and you can put it under AI control. Or you can remove your army from the settlement, let enemy siege your settlement if it has walls, then attack enemy with your outside army. In this case settlement garrison will also join the battle as actual reinforcement.
