Pretty much. Between his buffs, the new research and the food, my baseline gobbos are taking on dwarf warriors and winning on VH, it's hilarious and awesome fun. Gobbo armies far more viable than they used to be. Like you need to stack on stuff to make them really good but that fits with the orciness way of building up momentum that I like.
Which to be fair makes a lot of sense. Night gobbos and general gobbos are two different groups, which is why the distinction is always made in both abilities and in the lore.
Grom's tribe is normal gobbos so that's who he has the affinity for, makes sense, plus I think it drives you to mix and match normal gobbos with orcs a lot more for his armies which gives it its own appropriate thematic flair.
ye so far it seems to be (loosely):
skarsnik - night gobbo's and squig carnage
grom - normal gobbo's and pump wagon carnage
azhag - general all round orcyness
grimgor - black orcs
wurrzag - savage orcs and cav
Goblins Archers with AP, regen, and Ani-infantry or AoE arrow mow through everyone.
Night Goblins are a huge downgrade as they can't get AP like the regular ones.
Groms high Tier troops are his unbreakable Trolls With AoE Debuffs.
