A "both" option is to have groups of four armies travelling together with nothing but skeletons in them, after researching the "0% upkeep on skeletons" technology. Even if they are just literal throwaway armies, the fact that they cost basically nothing (just the Lords) will let you send wave after wave after wave against any enemy, and use Raise Dead to bring up better stuff as and when you need it.

Early game, skeletons,

late game, few different considerations.

Basic/any lord types - you can hire level 40 Necromancers heroes, which can summon the dead and add WoM to your army. So having several of these in the army creates a doom stack.

The other doomstacks are on a Blood Kiss Lord Basis, they all have specialities. So one type of Blood Kiss Lord (Blood Dragon Lord) gets, with all other research etc., 70-80% off upkeep on cav units + bonuses to those units etc.
Some Blood Kiss Lords are monster heavy, can summon Varghulf to field using magic etc.

Also, the necromancer heavy army is more of a Doomstack if your starting lord was Heinrich Kemmler, as he gets -50% upkeep on necromancers, then one of the Blood Kiss Lords gives you -50% upkeep on all heroes. Not played with him yet, but seems like a good perk to get for this faction.
