I hope beyond hope that my comment might bump this conversation into some form of relevancy so someone with something constructive to say might be able to contribute and help us all.
I'm in Wisconsin but the best internet where I live is crap. 1.5MB despite legislation and funds from rural internet projects going into effect in 2017. The phone company froze the funding so they didn't have to be compliant. They would rather rip people off for crappy service than comply with the program. (Edit: Comply and get a lot of funding.)

ISP's all over the United States offer crappy services that are put to shame in second and even some third world countries. Then there's all the fun folks in Australia get to go through despite being modernized.

This can be the case too if your CPU bottlenecks. I've increased my speed lately by turning down all the settings and enabling Video Memory. Even though it says it will decrease performance it hasn't. I've cut about two minutes load time off of most things.
Things don't look as pretty, but how often do you have time to zoom into battle and enjoy things? I don't, and even use Kam's slower combat mod to reduce all the desperate micromanagement the arcade combat creates.
