There are so many just useless replies in this thread. :P
You can play as them, research, will get quests and event, but are unable to build non-resource non-landmark buildings or recruit.
How is it shifting the blame? You're doing something illegal by using the mod and you deserve to get banned for it?
If I use a crowbar to bash up your car then don't come running to me, blame the makers of the crowbar and stop shifting the blame off them onto me

I mean, yes, asking to be safe is better, but come on.
If you don't own DLC for a faction / race, I don't think that you will actually be able to use any of said DLC via a faction unlocker. You will be able to use an 'unlocked' faction that you don't own, but you won't be able to recruit new units, buildings or do anything meaningful.
I remember playing WH1 with my brother a few weeks or months after release – whenever it was, it wasn't too long after Crynsos released a faction unlocker. I owned the Warriors of Chaos DLC but my brother didn't. He had access to the Warriors of Chaos and Chaos Gathering factions via the faction unlocker we were using (edit), but he couldn't create or recruit any units that weren't standard Chaos Marauders, Chaos Marauders with Great Weapons, standard Warhounds, Marauder Horsemen with Throwing Axes or Chaos Chariots.
A similar scenario occurred when I whipped up a quick faction unlocker for us to use on day #1 of the Beastmen DLC's release after I figured out that we could make the new mini-campaign playable in a multiplayer setting via mods. I opened up all of the Empire, Beastmen and Greenskin factions for us to use in the 'An Eye for an Eye' campaign. My brother, who didn't own the Beastmen DLC at that time, could play as any of the Empire and Greenskin factions without any issues, but he could not do anything with the Beastmen factions. He could move around existing armies, but he could not recruit anything new or construct any buildings.
