And personally, for a DLC themed after Skryre with the guns and Doomsphere, Ikit fits in better. As soon as we saw the tease announcement yesturday (https://twitter.com/totalwar/status/1113441038411157506) it was pretty much set in stone that it would be one of the two, and without Gotrek and Felix to really make him shine Thanquol just wouldn't have felt the same.
CA may add him in the future, maybe, there's still alot development time in the Total War Warhammer Trillogy to go and they plan to cover it all, don't be discouraged or upset because one of your favorites didn't make it in right away.
I agree on Thanquol though. The damn dirty rat schemer really needs to get in so I can kick his ass with my Lizardmen hordes. That and maybe have Gotrek help if he gets added as a Legendary Hero somewhere down the line.

Because other than his mount he is just an overly lucky loony toon grey seer.
Throt is a much better flc choice if they go the undead route and bring in another Lord for them perhaps with giant rats in tow.
Thanquol would work better as a legendary hero like they are doing for Kroak.
It's a sandbox game a potential End Time expansion would most likely just mean that there's a new end game event taking place where either the order side wins or looses depending on the player.
I keep stressing to CA to just add a fifth LL for some.
Throt was one of my top choice for sure, same with Deathmaster Snickh (or however you spell it).
Brood horror, wolf rats, giant rat, although that one might as well be a wolf rat so eh, throtlings, Mooulder Masters. So many options and a perfect compliment to whats already in the game more so than Tretch.
I disagree it was a misplay as it was a good use of Tretch. I think if Throt or Thanquol was put in neither of them would be located next to Naggarond like that, since Hell Pit is a thing and Thanquol's most frequent enemies are Dwarfs and Empire and he's the supposed "Human expert" of the Skaven.
For game 2, they wanted more interplay between the races they had, and having a permanent Skaven LL (as in one that would be in roughly the same spot on both maps, unlike someone like Queek or Teclis who move depending on which map they're in) to be up near the Dark Elves and High Elves was a necessity. If anyone's doing that, I'm glad it's Tretch, since Thanquol and Throt have places to be more related to their characters.
It simplifies things having Tretch up there and it means those other two can drop in with a more interesting DLC/FLC in late game 2 or as part of like a Legends thing in game 3 that might drop multi-game/race characters of importance like Malus, Bugman, Helborg etc.
All true things, I've also argued that all of the Skaven Lords could essentially be anywhere on the map, but like I said it simplifies things having one they don't have to move at all, and as those other characters do have thematic locations/enemies to fight it does make sense for them to be held for those locations.
It's not all about Mortal Empires, but they do have to consider both when making content, as well as things planned ahead. Thanquol and Throt could totally be up in that location for the Vortex map and its particular plot line, but for Mortal Empires they'd move somewhere else like Queek does, leaving a blank/generic lord spot in Naggarond. Tretch just stays put and it's less of a bother than if say Throt wasn't in Hell Pit. He may be a slightly more unappealing character, but that's what I argue it's better he's the one permanently up there and we get the others later.
As said elsewhere, we don't know what they have planned still, so I think I'd be happier to see them dropped in as part of something more thematic and interesting than left up in Naggarond out of the way.
