Just take dawn of war approach to the world map then use a few company of heroes mechanics for the battles,
like reserve units, strategic locations. And just have the army on the world map appear as reserves through the battle.
It could work, but it would be a big game to work on for sure.
"Oh the way for it to work is staged planetary invasions. Not staged as in scripted, I mean staged as in planetary invasion would require stages of battles, from securing touchdown and then breaking a key section of the front and then doing several other themes (evasion, ambush, siege, etc). Basically it translates to an expanded city siege mechanic in a standard title, where every turn you can have a battle to take a different part of the city in a different way, until eventually you fight for the city center. The surrender mechanic would also have to make a comeback to avoid unnecessary turns when the outcome is obvious, and armies would be more like a pool of recruited units to choose from (sorta like veterans in shogun 2's avatar conquest, except these can be perminently killed off) and you can choose 20-40 units (cap depends on fps drops) for the specific engagement to signify this is a major battle occuring on a front, so the rest of the army is represented as being needed elsewhere. The AI can also counterattack to push the stages back and eventually cause a full scale retreat from the planet, with their own specific themes to accomplish this. A planetary invasion will also fail if your army reserves perish, so a long struggle against the AI will eventually spell defeat for whoever receives the most losses and has the least units in their garrison/army"
