For me this generally happens when I lose a few trade agreements due to making too many wars having made a few new armies to make said wars.
Sometimes is good to chill for 5 or 10 turns to upgrade your newly conquered lands.
Or I sometimes raid a few turns before attacking.
Only risk is opening war on too many fronts (at war with multiple enemies who target you cuz ur the player) so pick a direction and use some diplomacy to stall your other fronts.
Too fast? - definetly
- speed of your expansion is only thing you have to keep eye on
Definitely, this game will actively punish you for conquest, even if it is part of an assigned quest.
which.... doesnt make sense. but neither do half of the mechanics designed to hinder your experience in this game.
