Would it not be a better call to sit outside the settlement in Encamp stance? Or if possible, sit inside enemy territory?
based on my experience, the chance of spreading the plague to your settlement is sort of low and my reasoning is that it would offer additional protection should you get attacked by an enemy. If you're 100% sure nobody is around, then yes, Encamp is a better solution. Keep in mind that the garrisons replenish for free, so even if you do spread the plague, once it's gone you'll get another garrison without spending a single gold coin.

But yea plagues in TW:W are nasty, Pestilens can empty a continent, if one is breaking out in one of your cities, its best to move the troops out to a different settlement and wait it out.
