And yes, as far as I know all legendary lords can be returned to power through rebellions. It's just very hard to engineer that to happen.
Once a faction with a LL dies, you can recruit that LL for your own.

Honestly I know very little about Warhammer lore. But I figured if I am using a HE faction saving his scrawny butt would make a little sense.
What to do after that is let him start taking minor settlements(just shouldn't invest a dime into these) you can reclaim Star Tower and leave him with just minors settlements to build those up, you can use influence in small amounts to mitigate the - relations then pay to peace with him after 10 turns since he spawned so your reliability doesn't get damaged.
Having him back in your pool is nice but him existing as his own faction is far better.
