Food does nothing for healing or replenishment though.
Is your army parked in an area with attrition or very bad climate? Did you get hit by a hero with the hinder replenishment skill? The assassin hero will aid replenishment if you have access to it. There are some events that lower replenishment as well.

And there's also the possibility of hovering over the crossed out replenishment symbol to know why they won't heal. If you're in an otherwise normal replenishment situation.

Replenishment gets a bad rap. Having a high replenishment rate is huge to reduce downtimes.

Something I'm curious about is replenishment at sea. What does the game mean by hostile waters? For example if I have an army at sea that's part of region controlled by an ally, what makes the waters hostile?

I believe it's based on the many different land regions bordering a single sea region and how many of those are controlled by allies or enemies. Screenshot would be helpful of course.
