Confederation Tips
Alright, I need help. I have over 900 hours in this game and I still don't get how confederations work. Playing a Very Hard campaign w/ Allarielle, trying to get these stupid High Elf cucks to confederate with me and its just not happening. I'm at 300 relationship at most with one and 200 at least with another one. I've heard you should do defensive alliances as opposed to military alliances to reduce your allies power, but it doesnt seem to work. On one faction, the power bar is 85% in my favor, relationship 250 and they still wont confederate with me, ungrateful bastards. Out of all the stuff in this game this is the mechanic I never found out how to use. I want to confederate with these idiots because my income is horribly low because I dont have any high income settlements on Ulthaun. Help me out, ty

If they are stronger than you, they wont confederate with you. I had the same problem with Alarielle, the only think i found that worked were sabotage their war effords in order to make them lose armies vs enemies while keeping your relations high using inflience or directly declare war on them wiping away their armies fast enough to keep your relationship on a decent level. Sometimes it works sometimes they start hating you and you cant confederate until archaon shows up.
With defensive pacts try to get their armies to attack enemy territory.

Especially in Naggarond since they typically wont be able to hold any land they do take and it'll grind their armies down/kill them entirely. Usually then they're willing to confederate once they lose their troops. Other than that lots of money can bring a Low->Moderate.

1.) BE RELIABLE - Confederations are almost impossible unless you have a steadfast reputation. (Exceptions can sometimes be made in some cases such as with skaven or DE)

2.) The Friend of my enemy is not my friend - Confederations become exponentially difficult if you have any agreement with a faction the confederatee is hostile towards.

3.) Don't be a B*** - As previously said, if you are weaker typically nobody will want to confederate with a weaker faction

4.) Good relations - For the most part unless you are at least 200+ relations confederations are not possible.

Ok so Ellyrion right? I have Steadfast, relationship 265, Strength 21 to my Strength 5, the only thing they condem is a -1 treaty I had with Hexoatl which was to fecking vassalize the scaly bastards. When I look in the diplomacy screen it says it has a moderate chance of success. I offer my entire treasury and its always the same; Nope. What am I doing wrong?

It just doesnt seem to matter how weak they are, they just refuse to confederate.

One thing tho, High Elves are cucks. They (Chrace led by Korhil) only accepted it when i paid them 50k and a chaos army was at their doorstep. Couldn't even hold their lands as the confederation sets all the garrisons to 1 hp and the tier 5 city they held got razed. Faking annoying. I have Mixu's LLs which almost every High Elf, Empire, Bretonnia, Dwarf and Lizardmen faction a LL leader which makes confederating them all my ultimate goal.

I find confederating other factions of other races easier by dumping 50k to 100k to their feet to confederate strong factions and demanding money from minor factions to confederate.

If the ai has an army, they usually won't confederate. If they just lost everything they have, thats usually when you can confederate them. If they have even just 1-2 stacks, for me at least I often need like 5 elite armies before they'll confederate with me. So if you can find some way to get them to suicide their armies that will often get you the confederation.

Honestly if you've killed their enemies, which often they have the same enemies as you so I end up doing this a lot, its really hard to confederate them. Cause they'll never lose enough stuff to want to confederate. If you get stronger than them by enough, you can throw in like 20-30k and confederate without them having 0 armies. But it seems you have money concerns, so honestly the best option is probably either to base your strategy on not having those territories, or just betray them. I mean you don't lose anything for killing any of them but lothern, and even then thats just tyrion.

Only factions I can ever confederate with high consistency are greenskins and norsca, cause they'll confed if you just kill all their armies.

The High Elves are the biggest ♥♥♥♥♥♥♥ cucks in the realm. Theres no way I can get that kind of cash when I'm desperately trying to prevent the Dark Elves and the rat boys from getting the vortex win. Livid.

Man thats the thing tho. I'm thinkin that maybe I should just kill them, but its gonna be such a freaking slog because they're relatively strong as well and I have stacks on Naggarond trying to prevent the Dark Elf victory. Just frustrating that, unlike most other starts in this game, there is almost nowhere else to go on that ♥♥♥♥♥♥ magic island. So you are kind of forced to betray your neighbors.

I dont know if the difficulty has any impact on diplomacy, but on my current normal playthrough with Allarielle, I have confederated with both Lothern and Ellyrion, both of which I had a military alliance and about 120 standing.

I also confederated Naggarythe with a defensive alliance at around 100 relation, due to them losing most of their armies against Dark Elves.

Lothern was a bit tricky, as they were the 7th or 8th strongest faction(I being the 1st) and had 3 armies(this was around turn 45 or something). I had to pay them my entire treasury(which at that time was about 15k) as well, but hey, I got Tyrion and Alastar before the AI messed with their skills too much.

Prior to this, I had tried for about 20 consecutive turns to make a confederation with them, and when it happened, it was only "moderate".
So maybe it is simply chance based on a turn-to-turn basis.

When you see a moderate and it fails, offer them the same amount but +1k and repeat until they accept. They just want a little more cream on the top.

Don't make a defensive alliance with them, just non-aggression pact is fine.
