Their core forest is where they can build like normal, but outside of that they can only build outposts. However they've got a fast-move option on those so they can move armies from their core forest out to the fringes of their empire faster than running them over the land. In addition they have some of the most powerful ranged units in the game; yet also have a powerful selection of close combat options; so they are no slouches.
They are the kind of army that will pepper the enemy with arrows before letting huge walking trees smash what survives.
I would say the DLC is more than worth it to get a chance at a mechnically different faction that presents a new challenge in the campaign, esp early on when you've got to balance your need to expand out of the forest, with your need to conquer the other forest kingdoms.
WE are ok in my book.
Its not eveb balanced either ca are revamping old factions so id buy it after we have been done.
And no noway to expand you end up with 4 8 slot towns so its enough to do what you need.
Realistically here is the bottom line, Wood Elves are pretty unique in their features..... to a point where they are BEYOND ♥♥♥♥♥♥♥ annoying to play as because of their resource Amber.
I liked their offices they had, I like their really strong units, but oh man you are going to get extremely screwed over by having half of your army options removed from you for a large portion of the game if you are going to focus on upgrading the main tree.
In short, they are a fun faction to use in combat, a fun faction for th first 150ish turns, then it turns into a huge massive ♥♥♥♥♥♥♥♥ on holding your borders because you have crap garrisons and crap cities. Yeah, you can make your armies extremely unbeatable by capaturing a ton of cities and building something that gives 1% damage to all armies and just keep doing that but good luck holding your borders once you start expanding and enjoy having negative income.
Woodelves end up getting a massive amount of money from sacking then colonizing since they only have a 1st tier settlement option but be prepared to be heavily in the red and bleed your 500,000 that you got pretty fast trying to defend borders.

So what you are saying is the further along you play the more challenging and the more difficult and the more interesting things get. As opposed to the general pattern that once you get past a certain size you can just steam-roll and out-produce any other individual faction into the ground.
What I am saying is there is hard then there is annoying. Saying theres an increase in how hard things get with the wood elves isnt really there. I am saying that you will never generate an income to equal out an maintain mutliple armies like any other faction the game and if you choose to bleed yourself money per turn have fun playing ring around the rosie with the Ai defending your cities.
The whole steam rolling then happens still cause nothing stops you but you can hold borders and will lose a ton of settlements simply because you cant have multiple armies without massive money bleed. Im also saying that Amber for the end game tier troops is ♥♥♥♥♥♥♥♥. Dont know why so many of them need them but whatever they wanted to put another annoyance in the game beside making it actually harder.
I still think that from the campaign side of things they're rather messy and undeveloped. They could've used a lot more unique followers/equipment since that's really not hard to add at all and they have a pitifully small amount. Possibly also adding a crafting mechanic for them since they have a freakin legendary forge sitting beside the Oak of Ages... Cmon CA.
Amber is an extremely boring mechanic. They really feel like they need an update to be more interesting in Mortal Empires but I could say that about most of the Old World races compared to new ones and the new dlcs. A way for them to use the World Roots to travel from the Old World to Ulthuan and the New World would be excellent. Give them a reason to want to venture around the world. Like, say, restoring Athel Loren in key areas around the globe and travelling to those areas with the World Roots.
So yea, TL;DR: I'd get them on sale. Preferably after CA decides to update them along with the rest of the Old World races. Comparing their unique mechanics to the unique mechanics of the newer races like Tomb Kings and Vampire Coast really makes them look quite sad. They were made back when some of the DLC budget was going towards a throwaway minicampaign, and it shows.
