But here are some good locations nonetheless : Lothern, Tor Anroc, Naggarond, Arnheim, all ports from Tor Elasor, the whole Vampire Coast, Marienburg, Erengrand, Bordeleaux...
There's a lot of good locations. 80% of the ports are worth coving.
Tiranoc for instance has a gold producing capital dock which is very nice I'm thinking.

i just finished direfin legendary and had 5 coves... only setup big income coves, small ones give 200 income kinda pointless, best start is to raze for income and do sea treasures, infamy is very easy to get, i was rank 1 pirate so fast all the song carriers sailed to me and i killed them all that way... the campaign is VERY SMALL.
You picked the wrong building, you need to take the 50% of that settlement building and it will give you half of what theyre making.
