Edit: Ok then, as the OP has been edited - maybe. Maybe not. Who knows.
Not only this but the effort CA would have to go through to implement this in even one game would be immense. Add it into one game and you need to add it into all the rest, as well as changing the campaign to suit 4 players at the time as well as to balance factions and objectives.
Overall it would be very cool to have 4 player COOP but I dont beleive it would work as well in the current state total war games are in and the interest CA has in developing the mutiplayer systems of them.
Plus turns would take ridiculously long with 4 people unless they let players do a lot more things when its not their turn.
Assuming people won't find a reason to complain?

Agreed. I only play SP but that's because none of my friends are interested.
Doesn't the competitive multiplayer allow for more than 2 people in a campaign? If so, it can't be too difficult to adapt that to coop. If they are worried about what people think they could add a disclaimer to it, like the Lab.
