Why don't battles or hero actions give me warp fuel?
I keep winning battles and stealing research, but I don't get any warp fuel!

It's so infuriating!

Also, for anyone that's interested in a solution, all the chances got nerfed to hell awhile back.

So, the best way to obtain warpfuel is to get Ikit Claw's 50% chance to recover from battle perk. That allows you to get it through farming city sacks or rebellion fairly easily.

Boom. Solved my own problem.
