Heavens mage with the Conductor attribute. How does that work? (Spell redundancy)
So, I have in my high elf campaign, a Heavens lore mage I could recruit, who would have the Unrannon's thunderbolt spell. Thing is, she'd get it from her skill tree also.

How does this work? Will the spell just be already purchased in her skill tree? If not, will putting points in it upgrade her starting spell even further? Will the game just bug the ♥♥♥♥ out?

I think spells from those abilities are a limited number of uses for basic version.

Had a mage like that in a previous playthrough, these spells can be used any number of times, as long as you have the winds of magic to pay for them

Thing is, in that playthrough, there was no redundancy

Recruiting a mage with an "Updated" spell present in her own skill tree simply means that you'll get the spell without needing to spent skill points in it (think of it as a "+3 free skill points" agent, essentialy.)

But the thing is, in that particular context... ? It's really not that good. If you really want a mage focused on spellcasting, wait for one that comes with spells different from his own magical lore (like "Glittering Scales" for example.)

How often does the roster get new mages?

Conductor is still good for the WoM reserve and Miscast base chance. However, to keep in mind, is that the Skill given by the trait is without it's cost, miscast and cooldown reduction. You should still invest in the bolt when you get there. It also means that the skill isn't that useful for other mages, due to the higher cost.

What benefits will that give? (because, it states that the conductor trait woutld give the upgraded version of the spell

The overcast variant, not the spell with it's upgrades (-50% cooldown, -15% miscast and -2 WoM cost). Those you only get if you still invest skill points.
