Elves are like humans, but a bit more frail and agile and dextrous.
Vampires are insanely strong, naturaly magical (comes with the curse), feel no pain, incredibly tricky to destroy, I -think- they´re supernaturally fast as well.
Oh, and if they get their teeth in they can self-heal on top of that.
Aka a well trained high elf has a good chance of giving any vampire's ass a good whopping.
In every game that´s included vampires they have much better strength and toughness stats than humans,
and even the frail-looking necrarchs are described as being able to snap a humans neck with their hands.
What are your sources sir?

Vampires in Warhammer aren't godlike in terms of strenght considering how much they lose in lore to humans, as i said and you obviously didn't read they're deadly for more reasons than being able "Snap a humans neck with their hands", given how many creatures can snap a humans neck with their hands in warhammer that's not a high standard.
Also wtf is "every game that's included vampires" are you talking about other settings now?
In the "ravening hordes" (6th edition) a vampire lord costed 275 points while an elf general costed 110 points. The vampire lord has 1 movement, 1 strength, 1 toughness, 1 wounds and 1 attack more than the elf general and the vampire lord is a level 2 mage. The elf only has 3 more ballistic skill. An elven high mage (220 points) would be better at magic than a vampire but even more inferior in physical combat. So if the elf gets to innitiate with some good spells or arrows he might have a tiny chance but the vampire will most likely tear him apart.
The only thing that holds vampires back are their subpar armies and the fact everyone hates them. 1on1 they would probably beat everyone except maybe the most powerful dragons, demons and slanns.
I base this on the multiple GW games that have had vampires present in them.
And regardless of how many creatures can snap a human neck in the setting an elf can not do this.
I´d also like to add that age was the only factor the OP set, elves do not naturally get any advantages with high age so unless otherwise stated the elf does not get 10.000 years of training (nor does the vampire).
Humans do often beat vampires in the lore, but as Haggord mentioned, they are usually the protagonists of the story, while vampires are the monsters.

The elves are not Tolkin super overlords, but they are defenitly way above humans.. Then again so is vampires.
I don´t think I´ve ever read about a non-human vampire, but I haven´t read many of the Warhammer novels. ^^
